Laser gets ON when my machine is moving

I have a Raspberry Pi 3 with a Protoneer shield running bCNC software. The laser gets ON always when I move the head, I have the GRBL 1.1, I tried the $32=1 but still the laser gets ON when moving. How I can resolve this problem?

Then the question which GRBL 1.1 and M3,M4,M5?
